This is a bomb squad unit. One of the members is trying to defuse a bomb. The other member is playing a mean joke on him by popping a paper bag behind him to make him think that the bomb has exploded :)
I'm glad Hala asked, I didn't:
A. Realise its a bomb squad defusing a bomb
B. that the guy on the left is about to pop a paper bag, I was wondering what the brown thing was
